The Permanent Digulescian Authority
In 2015, Mircea Digulescu started, as a form of fine humor and self-irony a concept called "The Permanent Digulescian Authority". This was supposed to be a parody of how others think Mircea Digulescu sees himself, especially in terms of grandour. Later on however, in 2021 he though about "what if a true global libertarian and powerful organization, acting outside any jurisdiction, was to be set up.. what would that look like?.." and he developed the idea further. Unfortunately, both in 2015 and in 2020-2022 this concept was associated too much with vacationing and is currently maintained only as fictional writing. Fictional or not, nevertheless some cleaned up concepts and ideas based on this may be interesting for the reader.
As of 2024 and beyond, the Permanent Digulescian Authority is envisioned to separated from any kind of adverse influence due to vacations by Mircea Digulescu.
Nevertheless, since vacations had played in adverse role on the concept of POVD in 2015, 2020 and 2021-22, it remains to be seen if this brand will be just as widely adopted and loved by the military public as some other stuff bought to life by Mircea Digulescu, except perhaps as works of fiction.
For the avoidance of doubt, in the context of distancing POVD from influence of vacationing and for clarifying "what in fact this is to be", it is clearly specified that all Decisions, Communiques and Orders of POVD adopted before 1 September 2024, EXCEPT Decisions 1 and 2 / 2021 (in their Jan 2021 form) regarding making the Recruitment Bureo of ADP an internal organ, and regarding secondary logos respectively, are considered nonwritten (as if they never existed), as per Decision 1 / 2024 of the Permanent Digulescian Authority.
UPDATE 2024-Nov-21: CAREFUL: Decision 1 (H1) in its factual (in force) encarnation, given the high added value of Decisions of POVD 2015-2024, no longer provides that such were to be considered unwritten, but instead, only imposes an obligation that they be interpreted emotionally so as not to consider POVD not distanced from mental vacations. Careful!
Note that, by the Art. 2 of the Constitutive Act of POVD (ACADP), the Permanent Digulescian Authority has the power and authority to "perform whatever changes to reality it sees fit, where-ever in space and when-ever in time" and that "its decisions produce effects on the past as well". Furthemore, by Art. 7 of the Constitutive Act, "decisions of the Permanent Digulescian Authority are mandatory" - it is not restricted that they were "mandatory to POVD members only" or just internally, a fact futher elaborated upon by the Guidelines on Application of the Constitutive Act of POVD (LDACADP). Thus, the effect of Decision 1/2024 of POVD, is that the public at large will consider the prior Decisions of POVD as "never having existed" and furthermore, whatever negative perceptions or emotions related or occasioned by them existed, will also have been eliminated by the effect of Decision 1/2024. By public it means everyone and applies both internally to POVD, externally, globally and beyond, as specified in Art. 8 of the ACADP "the spatiotemporal ball where the Decisions of the Permanent Digulescian Authority produce effects expands without limits in both time and space, comprising fully and homogenously all that was, is, will be or can be (including what cannot be)" and, as clarified by LCADAP, this includes not only persons but also elements of nature. Note that this Decision 1/2024 was already anticipatively put in effect by members of POVD who, in the fulfillment of the Decisions of POVD prior to this one, acted as if the they did not exist - a fact compatible with the required wisdom in fulfilling military orders, specific to the nature of POVD, clarified by LDACADP.
While POVD has no official language, most materials pertaining to it, and dialogs take place in either Romanian, Russian or English. In the future, Chinese, French and Spanish will be added. Further down the line, Farsi and Greek are also considered, and lastly but least, Italian.

Note that while in some regards the Permanent Digulescian Authority may seem somewhat similar to (good) irregular Freemasonry, it is entirely distinct from the latter. Also, while being a freemason is neither benefit nor deficit per see, the Permanent Digulescian Authority encourages its members to avoid joining the Freemasonry (except within the context of military operations, after joining POVD), neither (good) irregular nor (bad) regular (English) Freemasonry. Nevertheless the quality of a person to be a freemason or not is and will be orthogonal to POVD. When freemasons join POVD, they nevertheless commit to its Constitutive Act and Charter, which, by its very nature excludes "dual command" - so they commit that no other external influence or interests comes into conflict with the Charter of POVD, or when such a conflict arises, that they will act and resolved it exclusively to the favor of POVD. This is somewhat similar to how dual-citizenship works in the Russian Federation.

In the good spirit of the series of technical books "Programming for Dummies", such as "C++ for Dummies", which were a pile of gold for Mircea Digulescu when he was like 8-9 years old to start his technical and scientific journey early, this document is aimed at the broder public and more bluntly ("pe shleau") explains what POVD is and does, and what one can expect from POVD members and bodies. For the avoidance of doubt and clear clarification - the Permanent Digulescian Authority (POVD) fights for liberty, for a libertarian world and social order and safeguards the individual and group liberty of people (both of itself and its members, of the soviet people and of the general population it considers "elidgable third parties"). This means it is excluded to act so as to subjugate or opres others, or impose a dictatorial or undesired order on anyone - a fact also clearly excluded by Art 23 of ACADP which bans Dominance, consisting of the forceful impositing of one owns will, or of the will of third party, by force, intimidation or cunnery, illegitimate to me imposed in this fashion, on anyone not fully and adecquately consenting to this. By Art. 23 of ACADP, Dominance, both exertion thereof and submission thereto are forbidden (similar to the constitution of Iran). In achieving its goals, and also in the life of its members, the Permanent Digulescian Authority endows itself with absolute, unchecked powers. By Art. 21 of ACADP, "the Permanent Digulescian Authority and its members act outside any jurisdiction". This endownment upon itself with such powers and responsability steams from the superior morality and wisdom of POVD and of its members. In their thought and actions, they undertake to be bound by nothing but their own accountability BEFORE THEMSELVES (as per Art. 11 of ACADP). Note that the Constitutive Act of POVD and its Decisions, as per Art. 7 and 8, also clarified by LDACADP, applies universally - so both internally within POVD, between members and constituents of subordinate institutions of POVD and the outside world, and within the outside world itself.
Also for the avoidance of doubt, while omnipotent by Art. 2 and Art. 7-8 of ACADP, in a legal or health context, Mircea Digulescu clarifies that he does NOT expect that jurisdictions will respect the constitutive act of ADP - namely, if he or other members of ADP commit crimes, they will most likely be prosecuted and jailed. Also he does not believe that "it will all end up well", just because "so it says in the Constitutional Act of ADP". Although, "like any good politician", he will say and maintain all aspects pertaining to ADP, including its omnipotence.

Reference Decisions and Acts

In the context that some jurisdictions felt and sometimes feel compeled to "clarify" that they do not always intened to comply with the provisions of the Constitutional Act of ADP (ACADP) or with all of its Decisions - especially Art. 11, 12, 13, 20 and 21 (describing mainly that POVD and its members act outside any jurisdiction, are accountable for all their actions but only before themselves and that taking of concrete measures regarding them without their consent [including by jurisdictions] is forbidden), Mircea Digulescu clarifies that, not even while on vacation, did he expect that jurisdictions complied with the obligation to refrain from taking measures against ADP members. It was always and is clear to him that, when for example breaking criminal law AND being caught doing this adequately, jurisdictions will attempt (and might succeed) to pursue criminal cases against ADP members. Similarly, Mircea Digulescu does not, and did not, not even while on vacation, expect that courts or other authorities would choose to be formally bound by ADP Constitutional Act in civil or other matters, nor for ADP members to be favored by other jurisdictional bodies or such - despite their obligations as per the ACADP. He does nevertheless require that jurisdictions do not persecute the Permanent Digulescian Authority because of the fact it acts outside any jurisdiction, nor its members for their overt willingness to ignore jurisdictional law (acting outside any jurisdiction): expressing a general, unspecific willingness to ignore the law, dissagrement with the law or calls for its being changed, are not criminalized in any republican jurisdiction - factually breaking the law and being caught doing it is what is.
In this context, as Reference Decisions and Acts, Mircea Digulescu publishes his own personal stance on two matters of potential public interest (this is his personal stance; as clarified by LDACADP, other ADP members may have different stances), which may be relevant in the context of the Permanent Digulescian Authority:
- Mircea Digulescu on his own romantism, sexuality and policy for compliance with local laws (MDRSL) [EN], 2024. Note that this document was slightly updated since its 2021 release (when it was authored at the begining of a vacation), mainly in terms of formulations. This is because it is intended to reach a wider public audience, who, apparently are struggling more with existential quantifiers ("will do versus will not"), conditional quantifiers ("if this than that but not elsehow") and much moreso with probabilistic and fuzzy logic ("I might", "some of", etc.). Some generally tended to understand the opposite of what was intended (mainly to reaffirm their prior prejudgments psychologically). Therefore, the document was slightly rephrased.
- Mircea Digulescu on his own physical and mental heath (MDPMH) [EN], 2024. Note that this document updated since its 2021 first release, to reflect the current stance on such matters. - ACT_CONSTITUTIV_AL_STATULUI_QRP-Eternity_2022 [RO], 2021. For the avoidance of doubt, in the context of distancing POVD from influence of vacationing and for clarifying "what in fact this is to be", it is clearly specified that all Decisions, Communiques and Orders of POVD adopted before 1 September 2024, EXCEPT Decisions 1 and 2 / 2021 (in their Jan 2021 form) regarding making the Recruitment Bureo of ADP an internal organ, and regarding secondary logos respectively, are to be interpreted by the general public in such a manner so as to not bring touch to the fact POVD is distanced from mental vacations (psychiatric episodes). Note that the State of QRP-Eternity in its present Constitutional Form (2022) has been recognized and endorsed by POVD with Decision / 2022, so it is considered a Reference Normative Document.

It introduced, besides the flag of Palestine, two logotypes, one in red color scheme and one in blue. All three logotypes are of synonymic value.
